I'm not familiar with that particular game.

Perhaps if you could give us a little more information-- about what the game is like, about where you'd like your game to eventually end up-- then we could be more helpful.

i was thinking of having them start off in seles which was rebuilt sometime during the serdio-sandoran war. The war still rages on 100 years after the previous heros whos Dragoon spirits were scattered all across the world of endiness...  what stumps me is how im going to bring the characters into play a few might be from the same nation
but some people will be from different nations and how to bring the characters together

You all meet in a tavern....

I've found the best way to introduce the story is to get some info from the players. Help them develop a character with goals/assets/brief background and go from there.

If your PCs are not really into complex stories and rather just bash some foes, throw them together and say you all decide to adventure together.

what if i start them off in tavern everyones having a good time and then two sandoran soldiers come into the tavern saying that Seles will be taken over and people will be kicked out of the houses so they can be used as a rest stop for some of the soldiers. It starts them off in a place where they can meet each other and allows them to bash some enemies.

That sounds like an excellent way to start a game, and one that I would enjoy being a part of. Go for it!

The great thing about this is that it lets the players choose whether they want character roleplaying or just hack-n-slash. by starting with the "you're all together in a tavern" approach, you give the hack-n-slashers a simple way out, but those who pay attention to the rest get the description of the plot hook, which they can use as something to roleplay with.
