I have always tried hard to work with the D&D gnome, really I did. I gave them a predominate political role in my settings, but, alas, no more. No longer can my gnomes be a halfling with a silent elf subtype. They must be returned to their former glory.

Around six inches tall(fine size), and as strong as a man, that is what I am aiming for.
I want their melee and thrown attacks to deliver the same damage dice as a similarly armed medium creature. Wee Mad Arthur is the physical archetype I am after.
Speed as a Medium creature.
Reach and space of a fine sized creature.
What, if any, size issues need to be addressed?

Make them be fine, with all the associated penalties, but have a racial strength bonus to compensate, and give them an ability like Fleet of Foot or something, increasing their speed to the normal speed for a medium sized humanoid.

Otherwise, the "fine" size, coupled with average human strength and power makes for a great backdrop to the whole inventiveness theory aboot gnomes. Tiny strong hands can craft amazingly fine gears and geegaws. Between magic trumping traditional mining and smelting and refining, and craftstman naturally adept at miniaturization, you can have quite the Arcano-Industrial Revolution. Complete with infernal combustion engines.

Just think of the awesome power of a dozen 6-inch tall creatures raged to 22 Str and +6 damage per attack! The rage penalty to dex would barely matter thanks to their size bonus; it'd be awesome!
