Modern post-apocalyptic?
There is a victorian teslapunk/gas mask post-apocalyptic roleplaying game (with zombies) called Unhallowed Metropolis which I think looks quite enjoyable. Could possibly be modded. They have guns, grenades and psychics so if that is all you need it won't take much energy to shift the time period a bit.

Are you looking mostly for an appropriate setting or just a system?

D20 Apocalypse perhaps as a source book.

There is a Fallout RPG as well- check for "Sawyer" and Fallout RPG in a search on google. It's free. Also, link: http://fallout.wikia.com/wiki/J.E._Sawyer%27s_Fallout_Role-Playing_Game

I seem to recall that there is a PDF Rulebook for Sawyer's adaptation. The wiki site works decently and it's more up-to-date than the PDF... if the PDF is still online, I seem to recall seeing it on a site that has a black background. The same search terms on google should probably locate the site.
