Welcome to the CBG. The first thing you should do is introduce yourself at The Rogue's Gallery (http://www.thecbg.org/index.php/topic,4.0.html), so everyone can get a feel for what kind of gaming you're experienced with.
You may be interested in The Republic Reborn II: Reborn Again (Light Dragon's first link). Other than that, the best thing to do is take a look at some of the active threads in the various Campaign Creation subforums to get an idea of what people are working on. When you feel you are ready, you should post your own thread outlining your setting/game design work for others to comment and review. Keep in mind that this community works largely on a give-and-receive concept; while we all love new and unique content, those who contribute to discussions and ask questions about others' work inevitably tend to get more views for their own.
If you're looking for a more fast-paced conversation, the IRC chat is an option, although activity can vary throughout the day/week (it's better after 7 Eastern Time).

Fair warning, a number of the images in Underdeep are now missing/corrupted/exploded. Tragically the threads no longer look as pretty as the once did.
As for what you should do first, Senior Regality, definitely check out Republic Reborn if you're into historical imperial roleplaying (although I don't know if Polycarp is accepting players?). If you have a setting you'd like to share, you can post it in the Homebrews section, but feel free to lurk/comment for awhile if you prefer! Space Hoers' advice is pretty much spot-on re:give-and-receive. We're a tiny group compared to sites like rpg.net or therpgsite.com etc so the pace around here can occasionally get a bit sleepy, but don't be discouraged if that's the case, we usually wake up and post eventually.
