The first is Japanese, meaning "Sorry.  I don't understand French."  The second is Latin, meaning "I don't understand French."

"Je suis jalouse" is french for "I am jealous," although, as snakefing said, "Je suis envieux" or "I am envious" is more correct.  I envy you, because you are a garrote.
