I don't think they're utterly and totally incomprehensible, if only because that would make it hard for me to write about them, as well as make NPCs of these races a big strain for the GM to play, and forget about them being PCs. Their thought processes are definitely different, though. Sometimes, it's possible to relate to them but they are unsettling: things like the prevailing ammonite view about their racial superiority, or their art being hideous and incomprehensible to humans and synapsids. Other times, their thought processes themselves are alien, but have parallels that vertebrates can understand, like how ammonites make all kinds of prejudgments about other ammonites based on the texture and shape of their shells. Then there is the stuff that just can't be explained in coherent terms at all-- like how someone else's mind "tastes."

No, they don't have permanent physical forms. They can take physical form, I guess, but that form could look like just about anything. This one of the ways that Celestial Gods differ from Terrestrial Gods, who are always in physical form. (Some Terrestrial Gods can shapeshift, but they still generally transform within a certain range of physical body types, and they still always have to have a physical body)
