I'm quite fond of the Oculians, and I love the Domestic Manticore... particularly the idea of them catching small Trolls like a cat would a mouse.

I'm interested to see what you do with the Characters.

I love your ideas for Rhymetown. The idea that the natives cannot understand anything not in rhyme is pretty fun, but I really like the fact that different rhymes are used in different situations (similar to accents or the choices of words we naturally use in conversations).
Kain Kettleworth has probably kept his office for a long time since it is hard to find a rhyme for his name.

The Everlasting lands, Switchskins, the Sun/Moon, Oculia (great name btw), and trolls are all fantastic ideas. Everything seems to have a nice mix of creepy and bizarre, which makes it all fit together (nothing seems out of place).

Using a deck of cards is a very fitting for the rules aspect of this setting. Perhaps you could even include a card game within the setting (using the same deck of cards) that is commonly played throughout all the lands and peoples of the world. Such a thing could be an interesting way to tie all these ideas together, each culture having its own philosophy on the game.
If you go with this route, perhaps there exists a 'master of cards' '" a mysterious entity who has never been beaten at the game. Some could even say he/she had invented the game'¦
