I'm not overly familiar with 4E, do Gnomes still exist? If so they could be a race of 'constructs' that the dwarves use as liaisons to the humans.

Regarding 1/2 Elves you could turn them into their own race, maybe some kind of 'slave/thrall' race to the dragons.

Just a couple of ideas...
