The first treasure is a world based on steam and knights mainly. Their are great castles in major cities and trains which stretch cross country.  Most countries use war to settle debates for hunting territory and other such things on a regular basis. These skirmishes rarely result in more then a few casualties as they send out small units of soldiers instead of armies.
All countries on the treasure have a ranking system based on sigils, these work much like our modern day war medals but can also be magical. These are awarded for completing a service for your country*, and the greater the service the greater the medal. Giving ones life for country is the greatest sacrifice possible and when done they make a sigil to honor you, this sigil is given to the first son, if there are none then it is hung on the great sigil shrine.

*: Some sigils are awarded for other things, such as when you become a knight you get the knights sigil. Or if you are a government official you have the sigil to represent such.

Steam is used mainly for mass transport in the form of steam ships and trains. Most major cities have sky trams built with small steam engines. Steam is currently also being used to develop weapons of war, such as large siege weapons, steam powered tanks(possibly. I like the idea) Steam is also being used to make merchant life easier with steam caravans.

The government is based on an apprenticeship system. There are government based schools that scholars have the option of entering, when they are done with there schooling they are tested and questioned by government leaders and then they in order of highest rank to lowest pick an apprentice.

When a student is given an apprenticeship he is given a sigil to represent such. The sigil is unique to each position and gives them a direct link to their teacher. Some also have other benefits such as the kings bodyguard has a sigil which allows him and his apprentice to form shields around others to protect them from damage.
