This will be the official thread for Over Under setting information (hopefully) organized a little bit better.

I have not played a table top game in over 4 years now and this will probably greatly reflect my writing/designing in that I am world-building for writing stories or whatever more than campaign building.

[ic=Quick and Dirty Rundown]
   The majority of the setting details the city of Over Under, the wealthiest and strangest city in the world. It is ruled by in theory by a single Queen who is never seen and is revered like a goddess. In practice, the numerous wealthy 'noble' families hold the true power. The families vary wildly in custom, tradition and manner, but they are all bound by the long standing tradition and social status symbol of tower-building . The towers provide defense, refuge, and a great stage for combat and adventure.  

   The city is divided into Eight Quarters, each populated with peoples of different social standing or profession. The wealthy tower builders occupy 4 of these Quarters: East, North, South and West.

Quarry is a flooded cavern that was worked by ancient builders. These days it is home to most markets and merchants, floating on barges and platforms. Keystone quarter is the center of learning, guilds and banks. The Mourning quarter houses all of the sick and dying who are forbidden to leave. Fortune is the gambling/merchant district with a rogue merchant lord of its own. The final quarter is the Sanctuary, home to a single awe-inspiring tower that is the residence of the Queen. Beneath all of the city is the Under-Alley, a semi-supernatural endless stretch of maze like corridors, impossibly large chambers and often lead to surprising destinations. Beneath the Under Alley is the land of fog and mist, where the dead congregate and pay homage to the lord of the dead.
