well I thought I didn't do half bad considering I was just pulling things from nowhere...
My Setting: Dilandri, The World of Five
Badges:

Maybe the rings represent the chaos of unworked magic, and they have no power of the order of worked magic. (if thats the case, then maybe we should have a PrC that channels unworked magic directly instead of actually casting spells)

Wouldn't the range limits on spells pretty much nullify this problem? You can't cast a fireball at a target 5 miles away as the spell would run out before it hit the target. The rings are a lot farther away then that.

Are there any spells with a range of Unlimited? I don't know of any, but the PHB mentions that as an option for range.

That said, the "worked/unworked magic" option sounds interesting, too. Maybe there's a fundamental component to unworked magic that somehow gets destroyed once the magic is worked.

Well, see, if we start getting all technical with the ranges and stuff, you could use multiple spells to propel yourself high up into the atmosphere, with another spell keeping you safe, then you cast hieghtened, maximized, etc, etc, etc. meteor swarm at the rings. After that, just spam extended featherfall until you reach the ground safely.

And if you were to do all that what would the point of firing at the rings be since you could rain fire down on where ever you wanted by yourself? And isn't the point of ranges to be all technical?  

We are getting very detailed in other threads about building large magical ships and what would work and not work. I think that this idea and the unworked magic idea are valid explanations on how the rings reflect magic rather than generate the magic field.

If we did go with the generate theory then what would happen if a piece of a ring fell to earth and was used in the creation of a magic item? We could have that item be very 'super' charged since it is holding part of magic itself!

This I like it is simple and straight forward. Rings are being held in place by the natural magic that the planet gives off. The Rings are also reflecting that magic back toward the surface, allowing the energy to be used by Arcane users. The magic is a little diluted, but spread [mostly (I will get to this later)] evenly over the planets surface. Perhaps there were eleven rings at the time of the Old Empire. A few years before the fall of the Empire two of the outer most rings collided, weakening the energy available to wizards and sorcerers [to cap spells at level 9]. While this event did not directly cause the Old Empire to crumble it caused a decline in magic which was one of the elements that lead to the collapse.

I said mostly above, because we could have a few [VERY FEW], but large areas that have weak spots. In these areas wizards and sorcerers can only cast a few spells per day. For example. In lefttopia was founded in a magical weak spot as such only 25 levels worth of spells can be cast in this area per day. (I.E. 2 ninth level, 3 2nd level, and 1 1st level or any combo that yields 25. 0th level would be at the casters daily regiment). [caster levels in this area could also be at cater level -2]

And we could then use that as a basis for strong spots as well.

A prestige class that makes use of this would be very, very kickass.

Actually I was avoiding strong spots. I don't care for them. Casters are strong as it is, giving them extra boosts is not going to help. That is why I said it would spread energy evenly over the planet.

Well the strong spots don't necessarily have to grant more spells. They could just let you recover spells faster (in six hours instead of eight, say).

If thats the case, then maybe we should have the very few strong areas be hidden by the pre-old empire mages who realized that some magic users could use those areas to their advantage. (Note: This obviously leads to a kill the evil lich-wizard and destroy his castle advemture). Maybe some powerful artifacts dampened the effect on the magic (Maybe things that powered giant antimagic fields?
