Stratton, City of Wonders

I want to hear more about the gnomes as Stratton's Crime Lords.  The gnomish mafia etc. sounds interesting to me.  I'd like to see that developed.

Would the gnomes be in charge of the thieves' guilds?  What would be the place of other races in these guilds?  Are the guilds headed by gnomes, but other races are present?  Are the guilds exclusively gnomish?
