I think this is a very important question to consider. If you want hard-boiled gangsters to be as prominent as in the pulp/romanticed image of the '30s, then there should probably be some BIG illicit business that fuels their fire. You could either base it on a prohibition, or come up with something else instead. What ever it'll be, a gangster PC ought to know where the dough comes from.

Conversely to Steerpike, I think that the Poppy are well balanced for a Pathfinder race. Perhaps even underpowered. A Swim speed might prove useful though that certainly has the potential to move them into LA territory. +4 on Swim check and Swim as a class skill would be ideal. I'm interested in where their name arose, and whether they once had their own tongue.  My other thought on those creature is that should they be musically inclined the xaphoon would suit them.

Have you thought of where humans come from, if not Cicere? Are they from another continent (with a small c) or another planet?

Did the ancient races (dwarves, elves, are there others?) have higher technology than the modern day?

What are the IG reasons that magic is waning? Does anyone know? Is the conflict between technology and magic a trope of Dynama?

I love E6, Pathfinder, jazz, and interesting ideas, so I will be watching this closely.

Is a pseudo-feudal society in place with serfs and lords and higher lieges?

Ghostman beat me to it... I totaly got an immage of a poppy Dick Tracy turning off his 1920s levitating lincon continental, The Arcanum Crystals fading as they stop heating the steam tanks. He steps out with a Drow "lady in red", grabs her by the arm and leads her in side. He is not having anymore of her shinanigans, and is expecting her to double cross him. Damn Drow women... He steps in side to see a goblin, a dark pixie, and two humans playing cards with magic runes on them. Dick watches as the human with the Russian accent matches two pairs, and the runes on the cards flash as the cards merg into one. The golum with the Jersey accent who watches the door stops Dick and the Drow, leans in close and says "Yous gotta loita nervph showen yer face arund here again" and ejects excess steam into Dicks face ala cigarette smoke. Dick hates it when people do that... sorry where am I again?

Most of the following will be eventually answered, just hold on. As for "why is magic waning in power?", it isn't that magic has gotten any more or less "powerful"... well let me put it this way. Which would you honestly rather do? Pay 1000 gp for a one time use of Teleportation, or pay 300 gp for a car and go anywhere you want when ever you want?. PS i'm assuming that a gold piece is worth around as much as a gold dollar like in the 20's and 30's. Yeah the amgic vs. tech thing is probably going to be a trope.

So will private eyes be more rogueish or more...gunslingerish?  How advanced are the guns? Automatics? If I were doing dieselpunk, I'd go crazy (in a good way) with the different weapons, ammunition, and weapon mods.

It depends on the PI. Personally, if i were to make a detective, i would use a bard, and take couple of dips of rogue for good measure. Have no fear, for they're will be "advanced" guns, and i will take them as far as i possibly can.
