I've been experimenting with fate recently and trying to get down it's basics. Here's what i have so far.

FUDGE: I get how the dice work. With d6's a 1-2 equals minus, 3-4 neutral, and 5-6 equals plus.

The ladder: A list of possibilities that goes from terrible to legendary. You take your fudge rolls and see how far up the latter you go. two pluses and one minus equals one step up the ladder.

Ranks: I have an aspect that's ranked at "great" on the ladder. I get a plus one that makes my "fighting" skill at "great" attempt in game go from "great" to "superb"

Fate points: And here's where i'm having trouble. I don't know how to "buy" things with points. Aspects, skills, I don't know how much they cost, and I can't seem to wrap my head around it.

Which is sad, because I'm experimenting with using fate with eberron and I really like how well they compliment each other. This system seems really fun and I want to use it really badly.

What version of FATE are you using? The details vary a bit from one to the next.

QuoteRanks: I have an aspect that's ranked at "great" on the ladder. I get a plus one that makes my "fighting" skill at "great" attempt in game go from "great" to "superb"
Usually, aspects don't have a ranking, they're just flavor tags that can get leveraged to affect scenes and rolls. I don't think I'm familiar with any versions of FATE where an aspect just gives you a flat +1 to something; frankly it seems like a waste of aspects' potential.

QuoteFate points: And here's where i'm having trouble. I don't know how to "buy" things with points. Aspects, skills, I don't know how much they cost, and I can't seem to wrap my head around it.
Those things do not have a cost; FATE is not a point-buy system, and fate points are not spent on permanent character improvements. They're spent to influence scenes, by using aspects.

I'd love to provide more detailed help, but you seem to be having some pretty big misconceptions about central game elements (which is fine, it's a weird system for a lot of people), but I'd like to know what version you're looking at before I start to get into depth.
I move quick: I'm gonna try my trick one last time--
you know it's possible to vaguely define my outline

Yeah I was gonna edit but I didn't want to be rude. What I'm really having trouble with is the ranking of skills (I think). So let's say I have a drawing skill set at mediocre. How exactly do I make that go up to great, and if it goes up to great how many ranks can i set to my other skills. This has been confusing me for hours and I can't get around it...

Oh and I've been looking at FATE 2.0

FATE 2.0 is an extremely obsolete version.

You probably want to start with Spirit of the Century, as it contains what is essentially the modern FATE system. A few small changes have been made to stress and consequences that are not reflected in SotC, but it's still a very good place to start.
