***My first role-play on this site, forgive lack of knowledge on local customs/courtesies. I am an experienced role-player***
Welcome to the world of Alderae! This is a home-brew RTS Tabletop I have been dreaming up. It has a few basic rules:
•Plot>Gameplay. If you have nothing but your capital left and your princess has been locked in your enemy's tower which stirs your men farther than any nation buff I can come up with, you have "Heroic License" to siege with unseen vigor that cannot be represented by stats. If you want to be an orc holy nation because it gives the best buffs, go away. You are not welcome here.
•Realism still counts. In the above scenario, the king rescuing his princess would lose most of his army and his capital would still be vulnerable. There is balance, and stats are the means of enforcing balance. They are stricter than guidelines, but less stone laden than rules.

Now, here is how this works:
You are the ruler of a nation within Alderae. You are in the time of renaissance, and four new technologies have arisen. Here is the tech tree:
All human knowledge in the year 1650 (except cannons/muskets/guns).

This is the tech available at the start of the role-play. the '-x'*s are the amount of points it costs to purchase that tech. Points are explained later.
Tech sharing: For any nation to utilize your tech, they must pay you your choice percent of the what the product would cost you to make. Example: TheExample principality makes 30m of a monorail for †150, Kingdom XYZ wants one. TheExample decided to give them one for 200% of what it would cost TheExample. Kingdom XYZ agrees. XYZ pays †300 for the monorail.

Currency
There are two types of currency, points (*) and cash (†). Points are used to buy tech and military power. They may be exchanged for 1000† or as a surrender/trade condition. Cash operates similarly for public works, equipment, salaries, and other things. 1†=$5

Seems almost more the industrial revolution/steampunk than the Renaissance, given there are both trains and revolvers.

What resources are you envisioning? Is it all just points/cash? Are you imagining things like farms, mines, mills, etc to generate income?

Is this basically a wargame? Or more of a political/nation-building game?

It is a bit of both. I may add raw resource points. Still a very major WIP.

I'd recommend putting the information into tables; if you edit a thread or do a full reply rather than a quick reply, you can drag, drop the coding boxes into the thread. Otherwise, it seems like this could quickly become a bit too difficult to read.
