Mechanically, all of those LA+1 templates are a crap deal at low level, and provide almost no bonus at higher levels. The only marginally good ability any of those templates provide is the energy resistance the Plane Touched have, which will negate early level elemental damage and counter stuff like the Flaming property some magic weapon have.

At this point, the campaign's flavour text is functional. But unless the PCs never actually interact with the deities unless they want divine spells, you have to have way more information on their motives and behavior.

Is Nares just a bureaucrat in charge of the multiverse's reapers, or is he a manipulative chess master that has souls harvested at inopportune moments to make the world a little more miserable than necessary?
Does Lady Iis keep secrets, or is she a helpful librarian? Or does she run a filing system that manages reality.
Does Aramis delight in destruction? Or is he a god of competition, promoting war as the ultimate form of competition?

High Lord Nares basically handles collection upon death by sending out the Raahar. Dead creatures can see the Raahar, but otherwise they are treated as ethereal (so True Seeing or being on the Ethereal Plane will allow you to see them). He isn't evil, so he wouldn't send out a Raahar to kill someone.

High Lady Iis handles an extensive Library. There is a book in there for each creature on Syritt that has a Soul. She isn't supposed to tell anyone what is in the books unless it is an emergency that calls for an intervention.

High Lord Aramis is (I think) my only evil God because he tries to make the lowers races fight for his amusement, even though his job within the Council is to watch the wars and report to the Grand Lord if a war actually starts.

Dead Like Me setup? Interesting role for the PCs to play.

"Collect this soul within this time frame."
"There's going to be a battle. Collect these souls, and leave these behind to haunt the area."

Would it be possible to sneak into the library? What would happen if one of the books was "revised?"

Dead Like Me was awesome... Yeah kinda like that except that they aren't supposed to leave haunting presences. Those Necromancers dedicated to making peoples' lives a pain are the ones who making the hauntings.

Yes, it is possible to access the Library if you can get to Sontar. The Scraethan don't allow lower beings there, but sure, try it you don't mind fighting the Gods. Reading the books does nothing to someone's mind, but they are in the Scraethan language which I've exempted from the Decipher Script and Speak Language skills.
