Gang v.s. Gang v.s. City Guard

Ok, so I'm running a semi-serious game with some friends of mine over the internet and I'm in a bit of a situation.  My players are all lvl 4 and consist of a LG Paladin, a CG Ranger, and a NE Rogue (like I said, it's semi-serious).  They're in a large city called Ashun.  The city is in chaos right now as two gangs are competing with the city guard for control of the city.  One gang, the Knifebloods, are sneaky, cutthroats (the rogue is actually a member of their gang).  The other gang, the Spoontakers, are actually the peasants from the industrial section uprising (they're the real goodguys, but the PC's don't know that yet).  The rogue has convinced the city guard to lay off the Knifebloods for a while (so they can build up forces and the rogue can eventually become head of the gang and rule the city), so they're focusing on the Spoontakers.  They already had one battle (which worked out tremendously) and I realized that if they took back the entire section of the city from them it would just be the same thing over and over just in different looking maps.  The only other type of quest I can think of would be an assassination but there are two problems there:

1.  I don't want them killing the leader of the movement otherwise they very well may eliminate the real good guys.
2.  The Paladin's only strategy is to pull out his morningstar, cry "For Pelor" (or some other such phrase), and swing untill they're all dead (that, or till he is).

Since I try my best not to kill my PC's (sometimes it's unavoidable) or my storylines, I turn to you guys.  Do you have any suggestions on interesting quests in this situation and/or ways I can get them to realize the Spoontakers are the good guys?

Belkar: Well, I just figured we'd wander around, kill some sentient creatures because they had green skin and fangs and we don't, and then take their stuff.

and the rogue is a member of the knifebloods???

Whos id the head of the local knighthood of the paladin?  Failing that, the local head of his church?

Who does the ranger worship?  who does he follow?

Can the Spoontaklers realize in any way that the paladin is a good guy, and contact him through his church?
Is there a priest of Pelor that can show him the way>

Can the Spoonyakers realize how much of a threat the rogue is and hire some mages to make his life a little more difficult?

Can the spoontakers do some good acts, that the priesthood of Pelor might approve of?

The best thing you can do here is introduce a catalyst PC, typically someone from a third party.  I've actually run a game that sounds vaguely similar to yours - it was all set in the same 4,000 person city where two gangs had divided the city and the players were making their way through.  It was interesting, definitely, especially since most of them sided with the city guards.  (We didn't have a NE rogue or it might've gone like yours!)

I do like catalyst characters.  
    *Maybe one of the city guards gets killed by the Knifebloods and it becomes a major city issue.
    *Perhaps one of the members of the Knifebloods starts really fighting for supremacy and becomes your rogue's rival.
    *Perhaps the Spoontakers (honestly, what's with the name?) hire a small group of mercenaries to take out some of the Knifeblood leaders, like the Rogue and his friends.  
    *Perhaps the tom-the-turd-mans see something about either gang and report it to somebody when they shouldn't. (Tom-the-turd-man is one name for somebody who cleans the streets of excrement.)  
    *Perhaps the players find out that one of the guards is secretly a --insert gang here--.  
    *Maybe a third gang enters town and exemplifies how good the Spoontakers are.
    *Perhaps a dragon invades! (Always a possibility.)
    *Perhaps a heavy rainstorm hits that floods much of the town and the players are forced to work side-by-side with the Spoontakers and the city guards to help save all of the innocents, and they soon discover that the Knifebloods don't give a damn.

I think that's enough for me, and I probably only stopped because I really like the last one.  Good luck!

If nothing else, Pelor will eventually have something to say to a paladin of his wantonly slaughtering a bunch of good people without prior investigation. Divine intervention tends to be a remedy of last resort (the rogue will at lest get some compensation from the amusement value of observing an extremely ashamed and penitent paladin. . ) and subtler clues can be presented before reaching that extreme - say the presence of a couple of lower level clerics of a St. Cuthbert assisting the oppressed peasants or a monk of Heironeous pulling a classic Kwai Chang Kane act; that is, wandering into town preaching peace, love and tolerance and then wrecking the place as he kicks the collective butts of the ass-holes who just can't seem to stop themselves from screwing with him (and invariably helping out the good guys in the process). . .

Looking at Jharviss' suggestions brings one more to mind - PC's happen to observe a guard officer receiving a large sum of money or better yet, unusual favor under odd circumstances and investigate ("Why did the Knifeblood tell his henchmen, 'leave that one alone,' when he was staggering home drunk late last night and follow his far less inebriated sergeant with a much smaller purse instead?"

Like I said, the paladin will be getting conscience clues that he did something bad.  If he ignores them I'll take away the spells that he so rejoicingly got from his brand new level.  If he acts truely blind...well...does Pelor have control of where lightning strikes?
