Superfluous Crow

I don't see powers mentioned anywhere in the description. Is the idea that this should be a weapon that is just arbitrarily magical (like excalibur) or should we be imaginative and give it some sort of power?
Also, historical event/user: should that event/person be native to a setting, or should we just come up with something new.

Seriously though i have been toying with the idea of a unique Bombard (Turkish Artillery).

As it is supposed to be setting-less,I did not specify a time period, anything that is a weapon is fine.  Preferably, it should, of course, not be a one-time use weapon, as they tend to have a short history.  But if you justify it nicely, I suppose you could make some kind of sanctified fragmentation device hailing from the south and center of Turkey.  If you really wanted.

So, when it comes to powers, I get the impression that it should have some sort of power, but that this power should not be stated in terms of +1 or effect of spell x, as these would be system specific.

I also have a question: While these cannot be system specific, can the fluff for them be setting specific?  For example, since Avayevnon is my primary campaign setting, could the history/user for a weapon I were to create belong to that setting?

EDIT:  Oops.  I was called away in the middle of writing, and it appears my question was answered before I actually posted it.  (also, apparently I missed that it had already been asked in the first place)

They can be setting-specific if you want, but they need not be.
