So this has an "industrialized China" feel?

What part of history is the tech level based on?  Past or present?  Or is it fantastic?  Steampunk, just regualr steam-powered technology, or other?

Your skill list seem to be lacking phsyical ones.  Is this deliberate?

I look forward to seeing how you allow people to create their characters out of your simple level system.

Why do you have both Willpower and Control when it seems you could just combine the two?  Their descriptions make them seem like two parts of the same whole ability.
I'm a muck-levelist, I like to see things from the bottom.

Okay.

Yes.

Modern, although lacking in sophisticated computers (or indeed any such things - there is no silicon in the world of the Kingdom) they do have guns, napalm, electric lights, trains, simple radios etc. However, in certain (large) parts of the Kingdom technology is mediaeval, due to high levels of magic. Although the world is on a relative match to our current situation, much of it is different.

No, I only placed the skills there (if you notice) that have had their key abilities changed.

Well, I could, but it's an attempt to power it down a little - that is, avoid extremely high-power spellcasters with internal and channeled spells both massively powerful.
