Jay Garrick and the Speed Force

In anothet thread, on the idea of moving too fast for visibility, a discussion on The Flash-- specifically, Jay Garrick-- came up. The basic theme was whether or not Garrick's "vibrations" had drawbacks. No, not those vibrations, guttermind! To recap:

to which, my response is:

Right, but that's Wally in a non-canonical future. Jay, in the canonical past, didn't do that. He didn't even go around in his civvies (plain clothes). Jay went through the effort of making and wearing a distinctly recognizable costume, and that effort would've been completely wasted if he vibrated his entire body.

By the way, that seems to imply that KC Wally was more powerful then canon Jay, but that's not really confirmable.

I'm pretty sure he was--the theme of several of the KC characters was that they had become as powerful as they could be, at the expense of their humanity. Superman is hardly hurt by kryptonite anymore, and is a match for any other meta--but he isn't clark kent anymore. Green lantern is bonded with his power source, but sits in his watchtower and ignores the earth. Flash is stupid fast and bonded with the speed force, but can't even talk to normal people anymore. Even batman follows this--he's in complete control of gotham, but so far in his batman persona that he can't get along with anyone anymore.

Canon Wally was more powerful than Canon Jay. I'm not sure about Bart as Flash now as I haven't had a chance to keep up yet.

Wally was the only person to fully enter the speed force and leave it. He gained some new abilities such as lending speed force to others

Per the DC Comics Encyclopedia:
Jay could run near light speed; vibrate his molecules and pass right through objects; ages at a slower rate than most humans

Barry could run near light speed; pass through objects or phase into other dimensions.

Wally could achieve light speed; can vibrate objects causing them to explode, can lend his speed to moving objects or people by touching them; can form a protective costume of 'living' Speed Force, traveling faster than lightspeed will hurl him across interdimensional timespace.

I believe it was in the Dead Heat graphic where Jay explains that the didn't need to wear a mask as he would vibrate fast enough to blur them. I may be wrong stating that he vibrated his whole body, but it may have been just his face.
