Compare these two formats

I want to design a format for my setting that will allow anyone wishing to use my setting to easily understand what I'm getting at, so if they're adventuring near a named location they will be able to interpret and use the location to suit their needs.

The original file I've hosted here in a similar form before.  The new one I've just finished, and it uses a template to further break down information about people.  It also does not have any quests spelled out, while the original one does.  Instead, I sort of left some adventure hooks (though not all of them are done yet).  I'm up in the air as to which is better, so I thought I'd ask around.

I read this last night and meant to provide feedback, but it seems my mind's commands didn't get to my fingers... The one with the quests is definitely better. I like the feel it gives, where it's almost like a board game for the players - they could pick up a region card and see what it's about and what there is to do and choose what to, almost like a video game. This is actually the sort of thing I strive for when I run a game, at least at the start - leaving me/the GM to act as a mediator instead of trying to push the characters along into doing something besides bragging about having +1 swords and hair.

Well, neither are these will be "seen" by a player; it's the DM side of things.

You might want to consider giving that a shot, though. That could potentially be a very fun gaming style if your players are interested. Even so, definitely use the one with the quests section.
