Hmmm... no. While Google may have the storage capacities, it lacks the expertise in the field of neural networking and articial intelligence as well as the raw computing power necessary to even simulate the most basic cognitive functions. ;) Therefore IBM, Sun, or even Microsoft may actually be faster than Google in developing an actual AI (or even SI). :P
