BEING supreme ruler of the rightful holdings of the Glorious Empire of Ketta
HAVING expelled corruption from the halls of governance by the grace of Krio-Rionisis
COMMANDING an august force of warriors by means of the COMMISSIONER  of R'"

KOLANUS KIRENIUS DEOVUS, ET CETERA HEREBY DECREES:

1. All Citizens Shall, by virtue of the Imperial Compact, be ASSURED of their safety from threat of violence BOTH IN KETTA AND ABROAD, that henceforth shall the armies of Ketta be COMMITTED to the protection of the WEALTH, HONOR, and DIGNITY of His Imperial Majesty and His subjects

2. All Citizens Shall, by virtue of the Code of Xanthius, be FREE FROM BONDAGE, and that the citizens of Ketta shall be CERTIFIED by His Imperial Majesty and His Minister of the Estate

3.  All Women of Higher Birth Shall, by virtue of Divine Mandate, be PERMITTED the ownership and protection of PROPERTY and FINANCE as all citizens must be, that the AUTHORITY and DIGNITY of all nobles be established regardless of gender

4. The Imperial Senate Shall,  by virtue of the prior decree, ADMIT to half its number WOMEN OF HIGHER BIRTH, that the interests and pursuits of all nobles be protected

5. The Imperial Senate Shall, by virtue of His Imperial Majesty's grace, be CONSULTED on all matters regarding the acquisition and expenditure of wealth by means of formal TAXATION

6. The Imperial Senate Shall, by virtue of His Imperial Majesty's judgment, be CONSULTED on the membership and composition of His Imperial Majesty's CABINET OF ADVISORS

7. The Edicts and Memory of the Former Regime Shall, by virtue of His Imperial Majesty's ascension, be REMOVED FROM IMPERIAL RECORD and be hereafter regarded as APOCRYPHAL

8. All Prisoners Convicted of Treason Against the Former Regime Shall, by virtue of rightful justice, be RELEASED from their unlawful bondage

9. All Exiles Convicted by the Former Regime Shall, by virtue of His Imperial Majesty's wisdom, be GRANTED AMNESTY to return and be restored to FULL CITIZENSHIP

10. The Commissioner of Rhodon Shall, by virtue of Divine Mandate, UNITE the whole of Panethelia beneath Kettan rule, and ADMINISTER the governance of provinces in rebellion

11. All Realms West of Xurask Shall, by virtue of ancient tradition, PAY TRIBUTE to His Imperial Majesty

12. Any Realm West of Xurask Shall, by virtue of its tribute, RECEIVE the blessings and friendship of His Imperial Majesty and His Government

13. The Ancient Church of Krio-Rionisis and His Pantheon Shall, by virtue of His Imperial Majesty's reverence, be ACKNOWLEDGED as the only True and Holy Faith of Ketta

14. The Ancient Church of Krio-Rionisis et al Shall, by virtue of Divine Mandate, ACKNOWLEDGE the descent of His Imperial Majesty from IOTHOR, GOD OF WAR

15. The Council of Rhodon Shall, by virtue of Imperial tradition, be CHARGED with the confirmation and selection of subsequent Emperors of Ketta

16. All Stations of Kettan Governance Shall, by virtue of His Imperial Majesty's authority, be SUBJECT TO His Imperial Majesty and His Laws and SHALL NOT contradict them

17. All Able Men Shall, by virtue of their honor , be CONSCRIPTED in times of war by the Commissioner of R'"

18. All Peoples Shall, by virtue of divine truth, ACKNOWLEDGE the magnificence and splendor of Ketta and its ruler

19. These Edicts Shall, by virtue of their truth, be ADMINISTERED and EXECUTED without condition or alteration throughout all of Ketta

20. These Edicts Shall, by virtue of Kirenian law, be PRESERVED eternally in the Archives of Ketta
